Your State Representative is one of 150 people who write Texas law, and yours is elected to represent your area of Hays County. Every two years they decide how much money your kids' school gets, whether your property tax bill goes up or down, and whether Texas takes federal money for health care or turns it away. James FrankFrank has represented HD 69 (Wichita Falls and surrounding rural counties) since 2012 and chaired the House Human Services Committee from 2019 to 2024, focusing on child welfare and foster care reform.

In the 2025 session Frank supported creating Texas's first private-school voucher program (Education Savings Accounts) and spoke in favor of expanding it further.
Leilani Barnett
Barnett is a native of the district (family roots going back to her great-great grandparents) who has taught for more than 30 years while completing a PhD in Education.
